## Changes
Adds a replacement for https://www.npmjs.com/package/@temporalio/interceptors-opentelemetry to the newer version https://www.npmjs.com/package/@temporalio/interceptors-opentelemetry-v2, which targets v2 of OpenTelemetry. The non-v2 version is stuck on v1 of OpenTelemetry

As per #45568 the OpenSSF Security Scorecard project is moving from the
Google Container Registry (GCR) to the GitHub Container Registry
(GHCR)[0].
This may not work if users are on 5.5.0, as [0] notes that it already
existed prior to the migration, but otherwise we shouldn't need to
specify a version, given it's a like-for-like replacement.

* feat(config): add `overrideDescription` option
Presets which extend many other presets used an `ignoreDeps: []` sentinel
to keep their own one-line summary in the onboarding PR instead of one line
per extended preset. Replace that hack with an explicit `overrideDescription`
option, which is consumed and removed while presets are resolved.
The resolved descriptions are unchanged. Repositories which set
`ignoreDeps: []` in their own config no longer lose all preset descriptions
in their onboarding PR.

This reverts commit 990bf84696.
In #38701, I had missed that this wasn't correctly wired in.
From some testing, it appears we need to use the `github-tags`
Datasource not the `github-actions` Manager, and make sure we correctly
note the `packageName`
