Single env variables for mergeable options now combine with the value in
`RENOVATE_CONFIG` instead of replacing it: lists are appended and objects
are shallow-merged, with the env variable winning for shared keys.
Non-mergeable options are still replaced. This extends the `hostRules`
and `customManagers` handling to every mergeable option, e.g.
`packageRules`, `addLabels` and `registryAliases`.

We dropped the "bot" from our terminology long ago, but it looks like
we've got some outdated docs + code that reference it.
We should remove this to keep things consistent.
A `fix`, as we're changing the commit author's name, and log lines.

As noted in #39090, MkDocs requires 4 spaces for indentation (in
particular, for nested lists) whereas our Prettier/markdownlint
configuration expects 2 spaces.
This means that when trying to use i.e. nested lists, we need to ignore
prettier and markdownlint, otherwise it fails.
To handle this, we can add a Markdown hook to override the indentation
level to 2 spaces.
This also requires we update:
- admonitions
- indented text in `index.md`

As noted in #40747, we have now explicitly deprecated
`binarySource=docker`.
This has been not recommended since 2023-07, and now we're noting that
it shouldn't be used any more.
We can make sure to mark any Docker-related self-hosted configuration as
deprecated, and add a custom deprecation warning (and URL for feedback)
to usages of `binarySource=docker`, so config validation flags these
deprecated usages.
As seen in #37685 and #39399, it appears that these users have run into
the non-GitHub.com rate limits.
We can make this clearer by putting this in a more prominent position
for self-hosting users.
With the Self-Hosted Github app, Members was required to add team reviewers when I used it.
After adding this permission, we could add team reviewers again.
This could be required for other scenarios. Only the Self-Hosted Github App + Team reviewers was tested for this.

module.exports can now be a function and it can be/return a Promise,
allowing the results of asynchronous operations to be used in the
configuration.
The discussion leading up to this PR in #13035 assumed that
module.exports had to be a plain object.

Adds support for alternative admin config file formats.
BREAKING CHANGE: Renovate will now fail if RENOVATE_CONFIG_FILE is specified without a file extension
Had as an undocumented side effect, that it also handled transparenty
if module.exports was assigned a Promise. With that commit, the
promise will be await-ed so the resolved value is returned from
getConfig(). That was not the case before that commit.
So in this commit, configs that export functions are handled, and
test cases for both promises and functions have been added.
