ci(update-data): create PRs with the commit's title and body
...
As `gh stack link --open` creates the PRs itself, it titles them after
the branch name (i.e. `chore/static data/mise registry`) and fills in the
default PR template, which isn't useful for these automated PRs.
Instead, we can create each PR ourselves, using the commit's subject as
the title and the commit body (or an empty string) as the PR body. As
each branch holds a single commit on top of the previous branch, we base
each PR on the previous branch in the stack.
`gh stack link` is then used without `--open`, to link the existing PRs
into a stack, which is still only done when there are at least two.

ci(update-data): raise a stack of PRs via gh stack ( #47409 )

As noted in #47251 , by raising a single PR for all changes, we only see
an entry like:
automatic update of static data
in our changelog.
To make this more useful for users reading the changelog, we have split
out changes into separate commits.
As a step further, we can make sure that we create a stacked PR for
easier review experience, as well as being able to keep each atomic
change merged independently.
As a stack requires at least two PRs, we raise a regular PR when there
is only a single data source to update.
Any unmerged PRs from a previous run are closed (and their branches
deleted), as they are superseded by the new run, which avoids needing
to reconcile the new branches with an existing stack.
We also make sure to specify a custom manager to update the `gh-stack`
extension version.

As noted in #47251 , our changelog entry for the static data updates is
fairly generic:
automatic update of static data
To improve this, we can have each of our `StaticDataSource`s perform the
commit themselves, as they know more what's changed, allowing us to have
messages like:
add 25 new mise tools
add Ubuntu v27.04
alongside more information in the commit message body.
We can add `pnpm update-static-data --commit` to commit the changes.
We no longer need to use `prettier:fix`, as the runner already formats
with Prettier.

@yarnpkg/core@4.9.2 was published with a yarn-only `patch:` dependency on
`got`, so `npm install renovate` fails with EUNSUPPORTEDPROTOCOL since
44.131.1. pnpm tolerates the specifier as a dangling link, which is why the
Docker image and CI were unaffected.
Downgrade to 4.9.1, block 4.9.2 in renovate.json until
yarnpkg/berry#7282 lands, and add an npm dry-run install of the packed
tarball to the e2e job so this class of publish error fails CI.

ci(undesirable-code): don't unnecessarily flag when behind the base branch ( #46419 )

When a PR is out-of-date, as is common with a somewhat fast-updating
repository - especially as we recently removed the "Update Branch" UI
button - the way we calculate the diff of "undesirable" changes can be
stale, resulting in an unnecessary failure.
Instead of checking the `base.sha`, which includes changes from other
PRs merged into the base branch after this branch diverged, we can
instead use the three-dot `...` to use the merge-base.
