* refactor(config): enable incremental TypeScript builds
Enable TypeScript incremental compilation to dramatically improve
type-check performance for local development.
Performance improvements:
- Cold cache: 1:44 → 1:05 (~40% faster)
- Warm cache: 1:44 → ~9s (~10x faster)
- After file change: 1:44 → ~12s (~8x faster)
The build info is stored in `.cache/tsbuildinfo` which is already
gitignored. IDE/LSP is unaffected as tsserver maintains its own
in-memory project graph.
* chore(ci): cache tsbuildinfo for faster type-check
Add cache restore/save for the TypeScript incremental build info
to speed up type-check in CI. Cache is keyed by pnpm-lock.yaml hash
and saved on push events.
* Update .github/workflows/build.yml

Use `run_id`/`run_attempt` for save key uniqueness instead of `github.sha`

fix(build): exclude nested node_modules from tsconfig
Change `node_modules` to `**/node_modules` in tsconfig.json exclude
to properly exclude nested node_modules directories (e.g., test/e2e/node_modules).
This fixes ESLint hanging indefinitely when using type-checked linting,
as the TypeScript project service was scanning 26,000+ files in
test/e2e/node_modules (300MB).

ci: auto-lock discussions and auto-close after 30 days ( #39311 )

As noted in #39212 , it would be useful to prevent "bumping" of old
Discussions.
Because `lock-threads` does not have the ability to perform the closing
itself[0], we can write a small `github-script` compatible script.
This will loop through all answered but open Discussions, and close them
(if it's been 30 days since they were answered).
We also make sure that `lock-threads` will then lock the Discussions
once they're closed.
Closes #39212 .
