fix: initialise logger before proxy ( #44152 )
...
As noted in #44128 and
https://github.com/mend/renovate-ce-ee/issues/879 , without this change,
we see a `Renovate's logger has not yet been initialized` warning, which
isn't necessary as we can reorder these.

Adds initial typescript support
BREAKING CHANGE: Renovate is now distributed as a "built" package on npmjs, using `dist/` instead of `lib/`. For nearly everyone, it should still just work though.
