* refactor(manager); add utility for creating Artifact Error messages
To prevent ignoring linting rules for nullish coalescing, as well as for
future changes that will use this helper, we can extract out a helper
function for this.

* Fix Cargo with Git dependencies with a custom hostname
PR #36444 doesn't work for Git dependencies which use a custom hostname because the `registryUrl` is extracted incorrectly (e.g. `https://example.com` rather than `https://git.example.com`).
* Remove stray `console.log`
