ci: bundle Mkdocs site into Releases ( #41355 )

As we now perform the Mkdocs build as part of the main repo, we can
now attach the docs site build into the GitHub Release artifacts as part
of our release pipeline.
For folks who are running versions behind the "bleeding edge" of
Renovate, this is very useful, as they can now grab a copy of the built
documentation for their given Renovate version.
This allows folks to take the `mkdocs-site.tgz` and upload it to static
hosting, without restoring to workarounds[0] that can make it more
difficult.
Because we're now building the docs site as part of the release, we need
to upload the built artifact to then be used by our deploy step.
As the deploy step no longer needs to build the docs site, we can
simplify this.
However, if the release hasn't occurred (because there are no commit(s)
that need a release right now) we still need to rebuild the docs site,
in case there are docs-only changes.

* ci: lint commit messages for `Closes` actions
We periodically (accidentally) merge PRs where the commit message from
the author contains a `Closes` message in them.
Although this is technically OK, we prefer to close the Issues as part
of the PR's description / with the Development tab.
When Semantic Release looks up what issue(s) are closed for a given
commit, it will look up any `Closes #...` patterns.
Sometimes these `Closes` actions are set to a Discussion number, which
Semantic Release does not support, so the post-release announcement
fails.
To prevent this happening, we can catch this on PRs by checking commits
for the known pattern for `Closes ...`.
However, because we also don't want users to close issues from their
commits anyway, we can instead enforce this across any `Closes #`
messages.

ci: don't allow empty node-version or os ( #41290 )

As found in #41288 and #41289 , it turns out that even when a parameter
is marked as `required: true`, it can be provided as the empty string.
To make sure this can never happen, we can add additional validation
before we start `setup-node` to make sure the parameters are set.

ci(build): ensure that setup-build is required for docs build+deploy ( #41289 )

When we're setting up Node using our `setup-node` Action, we're not
currently passing in a `node-version`, because we're not depending on
`setup-build`, so no Node version is provided.
This presents itself as Node 24.x not being installed, and us instead using Node 20.x.
Since we removed TSX support, this now means that the docs build fails.

As part of the work in #39878 to migrate from the
renovatebot/renovatebot.github.io repo to this repo for the docs builds,
this broke the helm-charts repository, as noted in
https://github.com/renovatebot/helm-charts/issues/3752 .
To allow folks to continue to use
`https://docs.renovatebot.com/helm-charts/index.yaml ` as their Helm
repository, we can mirror the latest copy of the `index.yaml` when we
build the final docs site.
This will allow folks to continue using
`https://docs.renovatebot.com/helm-charts/index.yaml `, albeit it might
be slightly outdated compared to
`https://renovatebot.github.io/helm-charts/index.yaml `.

ci: build docs from this repo ( #40982 )

As noted in #39878 , we should migrate our docs build into the main
Renovate repository.
However, we unfortunately need to rebuild the docs after a release is
made, so we can make sure that the version itself is embedded into the
docs site.
This adds on ~60s of build time, so isn't too bad performance wise.
