- Add OutcomeTimedOut outcome type for transient failures
- Detect timeout errors and mark investigations accordingly
- Implement shorter 10-minute cooldown for timed out investigations
- Add retryTimedOutInvestigations at end of patrol run
- Increase default investigation timeout to 10 minutes
- Add associated tests for timeout behavior
