Current qualification exposes Go's #NN repeated-name suffix as an invalid URL fragment in the new fixture path. Hash the complete evidence label so clients retain the same per-case key without using test labels as URL syntax. The actual hostname validation and guest fences remain unchanged.

Contract-Neutral: Fixture-only identity encoding repair; no runtime or trust-contract change.
