Keep static and forecast occurrences and timing honest when a storage percentage has missing or contradictory byte counters. Preserve empty-store recovery and let explicit usage disablement release an alert without requiring telemetry. Add real-manager controls and give existing positive-reading fixtures actual capacity.

Contract-Neutral: Refine admission to the existing capacity lifecycle; no new alert policy, API, schema, collector, transport or subsystem shape. The existing alerts contract and registered manager controls document and verify the boundary.
