Two complete containing runs spent 717 and 719 seconds in rest-1, with the installer binary near its end. Refresh whole-package costs from uncached passing rest-shard reports and emit heavier binaries first. Preserve both required checks, source-derived exhaustive coverage, race tests, failure propagation and internal/api ordering.

Contract-Neutral: Schedule existing independent CI package binaries only; no runtime, required-check, exhaustive coverage, race-test or dependency-admission contract changes.
