rcourtman 7bfde0ba54 Prevent stale registry lookups from surviving manual checks ...

A lookup already in flight can refill the cleared registry cache with an
old success or error, defeating a manual check and reinstating backoff.
Bind cache admission and stores to a ForceCheck generation and publish no
update status for superseded work so the next check asks the registry.

Keep the existing refresh reservation, one-minute budget, bounded digest
history and success/error TTLs. Cover the interleavings and the real
collector, ingestion and HTTP unknown-to-fresh path, and register the
owning contracts and proof route.
