pulse-triage[bot] aa7b6f13a4 Keep early CI admission compatible with frozen classifier tests

The stable patch path copies current workflows and release controls, not scripts/tests. Its unchanged v6.6.0 classifier fixture still uses the older command extraction. Keep the preflight comment within its own step and test the exact frozen extraction against the actual YAML scalar; do not rely only on the main-side fixture repair.

Contract-Neutral: CI control-test compatibility and comment placement only; stable-patch contents, release policy, application, installer and runtime verification contracts are unchanged.
