Restore the documented local-contention skip for load/SLO latency budgets on the shared release preflight worker: only a real GitHub-hosted run (GITHUB_ACTIONS=true and GITHUB_RUN_ID set) enforces the budgets. Hosted CI enforcement is unchanged; the worker keeps its cross-repo skip. Includes a focused predicate test.
