Execute the fixed candidate directly at the existing 90 ms budget. Keep relative comparisons in the paired benchmark job so an invalid baseline cannot suppress the candidate check. Retain per-process CPU and measurement I/O counters. Require quiet I/O before admission while counting the test's own reads in its latency. Preserve the rejected hosted measurement and inconclusive tier-pruning experiment as adverse evidence. Contract-Neutral: Only verification harness and evidence change; chart payloads, retained reconciliation, latency budgets and required source/release gates are unchanged.
