The SAML stack this branch builds on appends its boundary notes to
storage-recovery.md at the anchor main used for the linked-agent stale
flag note. Both sets of notes are kept, the SAML ones first.

Contract-Neutral: Merge of origin/main into the SAML stack: main's changes were governed when they landed, and the only resolution keeps both sets of storage-recovery boundary notes
