rcourtman 1896f1f2ba Stop the Restarts and Lifecycle headers clipping at tablet widths (#2555)
Two column headers were clipped at tablet widths.

**Docker containers "Restarts".** The header clipped to "RES…" between
600 and 800px, and widening the column clipped "Memory" instead.
- Below a 720px table the restart count now lives in the row drawer, as
it already did on phones.
- So the crash-loop warning stays visible on narrow screens, a running
container that has restarted more than five times shows "7 restarts" in
amber in its State cell there.
- Sorting by State uses that text.

**Kubernetes Configuration "Lifecycle / trust".** The header clipped to
"LIFECYCLE / …" through the tablet band.
- The shared responsive header label gains `compactInBand`, which keeps
the short label it already shows on phones ("Status") through that band.
- Other headers are unchanged.

Verification:
- Header sweep from 390 to 1920px against main: no clipped header at any
width, and no column clips more cells than before.
- Rebased onto the Docker drawer health change (#2534) and re-verified.
- Sol's two findings are fixed: the lost crash-loop signal, and State
sorting.
- Tests and guardrails added, receipt included.
