Branch identity alone admits other or unassociated PR runs, and reopening or branch reuse during discovery leaves the initial lifecycle observation stale. Require exclusive PR association and fresh run, closure and head-use reads before each cancellation; unavailable evidence stops unchanged. Keep the existing cancellation-refusal handling, targets and credential scope.

Contract-Neutral: Administrative CI cancellation selection only; no product subsystem, workflow authority, release, or frontend contract changes.
