pulse-triage[bot] cf7db40103 Keep rest-shard validation fatal with optional cache transport ...

The hosted rest workers stopped in an obsolete whole-job assertion before Go execution. Admit only the full pinned read-only cache-restore shape while keeping admission, task execution and coverage capture fatal. Add adverse controls and include the existing worker contract suite in normal smoke discovery so it cannot be omitted from full source validation.

Contract-Neutral: Test-only repair preserves the documented cache, admission, coverage and runtime contract; no workflow or application behaviour changes.
