rcourtman a5bc27f50d Record the contract completion for the admin split ...

The canonical completion guard checks each commit on its own. The
admin split commit relies on the following commit for its dependent
agent-lifecycle and security-privacy contract updates and the route
inventory proof, so record that exact pair.
