The reviewed recovery candidate moves tenant setup into loadTenantRuntimeConfig. The existing guard still demands an inline MetricsDBPath clear, so containing rest-1 CI fails despite the loader retaining the isolation boundary. Check the non-default loader wiring and execute the real loader for two tenants with and without the process override, preserving default paths and instance rollup policy without starting a monitor or database.

Contract-Neutral: Test-only repair follows the existing scoped loader and executes its unchanged storage isolation contract; no runtime or public contract changes.
