Distinguish observed 403 permission denials from 401 authentication and other HTTP failures, rather than prescribing token rotation or user-only grants. Carry fixed, identity-free recovery guidance into the existing Diagnostics error summary while preserving live-monitor/PBS probe attribution, TLS trust and ordinary request behavior. Add wire-status, ACL-scope, same-credential recovery and serializer controls with their subsystem contracts.
