rcourtman 2dc0420e84 Treat empty pct list output as an empty LXC inventory
pct list prints nothing, not even its header, when the node has no
containers: the pve-container CLI handler returns before the header
printf on an empty vmlist. The stricter parser from 63fcae0a3a required
the header unconditionally, so a PVE node with no containers whose
discovery falls back to pct (no cgroup v2 observer, unreadable
/etc/pve/lxc) turned empty output into a parse error, a degraded result
with no inventory, and a failed helper operation on every poll.

Blank or whitespace-only output is now a complete empty inventory. Any
non-blank line before the header is still rejected, so truncated or
garbled output keeps failing as before.

Contract-Neutral: parser accepts the vendor empty-node output; no contract or wire shape change
