Reuse canonical disk observation admission before node alert evaluation. Missing capacity and contradictory readings preserve trusted occurrences and restart activation timing; measured zero, explicit policy and real linked-agent handover keep their semantics.

Contract-Neutral: Reuse existing disk observation and alert lifecycle contracts; no API, schema or ownership policy shape changes.
