rcourtman b4cd2f5c9a Stop pin succession erasing an operator split
A source the operator split from a sibling that reports the same machine
(unlink or report-merge) lands on its own source-specific ID and pins the
shared machine key there. The store keeps one pin per key, so with the
sibling absent the source mints the sibling's ID and pin succession read
its pin as that ID's earlier era. Applying the pair rewrote the exclusion
(sibling, source) into (sibling, sibling), and the sibling's return merged
the two: the agent count across {both, source only, both} rebuilds was
2, 1, 1 instead of 2, 1, 2 (37 of 40 trials of the unforced sequence).

PersistIdentityPins now refuses a succession whose retired ID the operator
excluded from its successor, and drops the successions of one batch that
would retire two IDs the operator split from each other onto one
successor. A split that pairs the retired ID with a third resource still
follows the succession. Both checks read the registry's decisions, so a
rebuild that could not read them guards the split from the exclusions it
carried.

While the sibling is absent the split source is listed under the sibling's
ID, so a remediation lock set on its candidate ID does not cover it until
the sibling returns; before, the lock was carried onto the sibling's ID
and the split erased. The unified-resources contract records that boundary
and the limits of the check.
