GitHub only emails whoever last edited a workflow's cron line about a failed scheduled run, and only if their notification settings allow it. If a bot edits the file later, the alerts go to the bot. Keep one open issue while the weekly check fails, comment on it for each further failure, and close it when the check passes again.
