Beta.3 backend job 123003682684 completed its three API shards in 17 minutes but kept the non-API graph on one slot until the 70-minute hosted cancellation. Reuse each finished shard width for source-listed whole packages, start expensive packages first, isolate their data, and retain CPU lease coverage. Preserve the total CPU budget, all race/vet coverage and existing deadlines. Add actual-runner discovery, capacity, failure and cleanup controls.
