Merge exact Web tipb908be2e55with launch upstream0289e8b648. Preserve both independent memory-evidence and Assistant-control contract sections in two internal documentation conflicts; all reviewed frontend content remains byte-identical. Retained sensitive race, browser, build and completed source observations are adequate for the changed control boundary. Broad affected-package race remains unproved after its recorded observation timeout; no aggregate pass or publication is claimed. Change-source: pulse-maintainer
