An OK PVE task and HTTP admission controls cannot establish thaw. Supply a credential-free guest-local fsync/readback witness and bounded offline record checks for the real #2439 job, without QGA probes, recovery actions or a replacement native platform. Require actual overlap, every covered filesystem and truthful monitoring resumption; retain native provenance and execution with Delivery.

Contract-Neutral: Measurement support for the existing guest-agent backup safety obligation only; production APIs, polling, access boundaries and release gates are unchanged.
