pulse-triage[bot] 38b66ad000 Keep supported symptoms out of escalation delivery ...

A verified primary infrastructure alert already owns the initial notification for its supporting symptoms. Apply that same ownership to scheduled escalation, queued callback admission, and quiet-hours replay so a late duplicate cannot be sent. Preserve independent escalation for uncorroborated observation sets.
