Keep per-VM admission held until a direct HTTP 200 supplies one complete, unambiguous guest response envelope. Malformed, conflicting and prefix-only payloads keep the existing uncertainty cooldown across methods, diagnostic clients and cluster aliases.

Preserve valid payload variants and independent CPU observations. Connected polling controls keep original guest caches and History labelled last-known. Native thaw, workload recovery and cross-process/restart safety remain unresolved.
