pulse-triage[bot] 8138464858 Keep Pulse system alerts separate from monitored resources
Present backup-evaluation and existing service warnings without a fictional resource link, policy action, Patrol target or zero-value metric. Preserve service scope through active and retained History explanations; keep exact warning identity, message, acknowledgement and timeline, with ordinary resource controls and narrow keyboard/touch browser proof.

Contract-Neutral: Frontend enforcement of existing system-alert scope only; no API, schema, resource identity, monitoring policy, operator permission or notification contract delta. Semantic subsystem contracts and connected verification are included.
