pulse-triage[bot] ea34298da1 Restore the PBS web-interface shortcut in Backups

Keep the service-owned web interface beside each PBS datastore row using the shared safe URL control. Preserve row disclosure and linked-host identity, including when service names repeat or an endpoint is cleared. Add focused regression and real desktop/phone browser coverage for #2587.

Contract-Neutral: Restores an existing-page PBS shortcut with the existing customUrl and shared web-interface control; no API, identity, authorisation, polling, routing or component-contract change.
