pulse-triage[bot] 6f5bf96370 Withdraw History readings when access is denied

Treat final HTTP 401/403 as access failures rather than transient refresh outages. Clear displayed samples and inspection, invalidate retained query ranges and remounts, and keep bounded access guidance through scoped recovery. Preserve ordinary outage retention, current-value labelling, abort ownership and license gates with runtime and real-client desktop/touch browser controls.
