pulse-triage[bot] 5cd4b44390 fix(diagnostics): redact current exports and explain safe collection

Redact actual token usage, snapshot and nested guest/disk identities without losing measurements or real diagnostic joins. Distinguish private downloads from files that need manual review, explain live-check risks before either run action, and keep the existing shipped help in sync.
