pulse-triage[bot] d58f27493e Show one explicit backup completion time across Workloads

Use shared UTC completion formatting for table disclosures and guest drawers so local browser timezones cannot silently change the displayed instant or day. Keep running, unknown, absent and future evidence separate, and format table completion times only while disclosed. Record connected timestamp, keyboard/touch and non-UTC desktop/phone pixel proof without changing collection or guest operations.
