A queued issue edit can contain a pending topic-review label that has already been cleared in the live report, even within GitHub's second-resolution timestamp. Preserve that observed removal instead of restoring the task from the stale event. Keep independent version metadata and genuinely new topic reviews working, without public contact or extra history reads.

Contract-Neutral: Preserves the existing Community-owned topic-review disposition in silent issue metadata and repository-run tests; no product runtime, frontend or public API delta.
