The stable source Actions record currently returns 404 even though the published release is immutable. Do not require that transient record for post-activation chart recovery: authenticate the exact consumed activation marker and its canonical hosted source provenance with the existing packet verifier, then retain release, source-run and chart bindings. OCI provenance and public package readback remain mandatory. Add executed offline admission/refusal regressions and the corresponding deployment contract. Change-source: pulse-maintainer
