pulse-triage[bot] a10fcd81a2 Verify Patrol setup through a real local model and first run

Exercise the public router, persisted settings, streaming readiness evaluator and Watch-only tool execution from the production desktop and touch UI. Use a credential-free local Ollama protocol double, with a rejected context control and an actual persisted run opened through Activity and History.

Contract-Neutral: Test-only journey fixtures verify the existing Patrol setup, provider transport, settings ownership and read-only first-run contract; no runtime, route, model policy, feature gate, notification or collector behaviour changes.
