Repair the containing CI failure from PR 3186 without restoring last-member-wins parsing. Keep the explicit array, request bound, URL validation before mutation and organisation-scoped replacement checks; runtime selection semantics remain covered by the existing handler tests.

Contract-Neutral: Static guidance/source-binding test repair only; the composed audit runtime and documented API, access, storage and delivery contracts are unchanged.
