Reuse bound resource and metric identities instead of decoding a metric string and a resource number for every raw fleet observation. Preserve scoped tier reconciliation, nullable values, caller ownership and display aggregation. Verify reordered bindings, both layouts/projections and filtered chunk boundaries; keep raw reads as one consistent statement.
