rcourtman 54fd5f3aa2 Recover activation for release-train snapshot runs ...

Activation recovery only admitted failed create-release runs dispatched on
main, but the release train dispatches on release-candidate/* snapshot
branches, and will move to post-merge release-dispatch/* branches. A train
release that failed at activation could not use the recovery path.

Recovery now also admits runs from those refs, but only after main's
release_snapshot.py proves the run's commit is the merged head of exactly one
release-candidate/<packet> release PR. The source run's own prepare job ran
that branch's code, so it is not trusted. Recovery refuses to run unless
dispatched on main, fetches full history for the ancestry check, and gains
pull-requests: read for the PR lookups.
