rcourtman 473926b495 Reduce retained chart row decoding without changing observations ...

Profiling the strict workload chart regression showed repeated SQLite column decoding on every observation. Carry the statement-local series number and timestamp in one integer for bounded raw value reads, while retaining separate columns whenever the requested window could overflow.

Preserve negative-epoch timestamps, current metric bindings, tier reconciliation, extrema readers and exact metric values. The paired cold-service benchmark falls from 63.5 ms to 60.6 ms. Full metrics-store tests and targeted monitoring/API chart regressions pass, including boundary and SQL-cache reuse controls.
