pulse-triage[bot] 5709c6073c Preserve held threshold alerts’ breach dates in live state ...

Date the evaluated breach through metricStatus rather than publishing poll-varying lifecycle LastSeen. Holds and recovery retain the saved date; unknown dates stay absent and restart rebuilds the volatile status from the existing checkpoint.

Pin exact-trigger and renewed breaches, both restart sources, unchanged recovery-mirror writes, concrete state JSON and keyed websocket withdrawal. Preserve thresholds, notification timing and existing consumer compatibility.
