Retain PR3208's main UI package graph on the landed accessibility correction. Integration axe/ws/types already match the protected graph. Advance the portal's locked ws to 8.22.0 while retaining its compatible override range and newer Vitest, Vite and Rollup; no production source or portal source-manifest input changes. Exact-graph build and browser acceptance remain pending dependency selection.

Contract-Neutral: Patch and minor npm graph refresh only; existing rendering, counted navigation, portal, entitlement and authorization contracts are unchanged.
