rcourtman 4c82d303cd Colour a crash-looping container's dot by its restart verdict
A running container Docker had restarted more than five times read four
ways: a green row and drawer dot, amber "N restarts" words on phones, a
red count in the wide Restarts column and a red lifted drawer row. The
attention-first sort ranked it with healthy containers.

mapDockerContainerStatus now owns one restart verdict: running past five
restarts is warning, "N restarts". The row dot, its title, the drawer
header dot and the sort read it in every layout. Where a row has a
Restarts column the count reads amber there and State keeps Docker's own
word; on phones State says "N restarts". The drawer's Restarts row is
amber, and its observed state stays Docker's word so the restart is
lifted once.

Amber rather than red because the container is running. Docker's count
is a total rather than a rate, which the hovers now say; the alert
engine still owns the windowed restart-loop alert.
