Read the live report and label set instead of a delayed event snapshot. Stop on failed or mismatched reads, skip closed issues and pull requests, and do not restore decomposition work from superseded events. Keep individual label deltas and community-owned retest decisions; remove the unrelated release lookup. Add six discriminating regressions and document the boundary.
