Keep removal safety requirements in agent lifecycle and replace deployment copies with scoped references. Keep legacy Assistant mode-echo compatibility and security setup settings preservation in the API owner, so their consumers do not maintain separate copies of the same obligations. Runtime behavior, paid entitlement checks and native qualification limits remain unchanged.
