The retained race run completed 135 controls but correctly refused the second deletion attempt while the released alert pass was still finishing. Keep the short blocked-writer refusal budget, then wait for the existing runtime-done signal before testing successful cleanup. Use the same observer for alert replay so neither positive oracle depends on host speed.
