pulse-triage[bot] 4d9eb67526 Explain optional Proxmox refusals without widening access (#3551) ...

Distinguish the denied APT and Linux memory reads from a failed
connection. Reuse existing refusals instead of requesting a
credential-matched probe, preserve stale observation semantics and link
the guest backup safety boundary. Protect the shipped guide and safe
diagnostic path in the existing documentation suite.

Contract-Neutral: Documentation and registered guide tests only; no
runtime, API, permission or polling contract changes.
